Ideal buyer is an experienced Rolls-Royce mechanic or else an aficionado with patience and finances to see a long-term, likely expensive project through. To get this car to a road-worthy driving state, even before addressing any cosmetic issues, a non-mechanic is likely looking at paying a shop US$11K+ for labor and parts.
Buyer responsible for local pick-up arrangements. If picking up with a car hauler, anything larger or longer than a flat-bed tow-truck will require an additional tow to a main road at the buyer's expense and responsibility to arrange. A hauling vehicle larger or longer than a flat-bed tow-truck simply will not be able to maneuver down the long and narrow road and into the driveway where the car is. I can recommend an experienced and reputable local towing company I have worked with multiple times should this be required.
Car has been recently professionally assessed by an experienced RR mechanic at a local classic car restoration shop. Imported from the Middle East in 2007 and was running at that time. A former fleet car of the UK embassy in Saudi Arabia. It has been stored mostly inside a garage since importation however some water-damage is apparent due to rubber trim needing replacement in places, in the trunk/boot and other areas. There is a musty odor inside the car due to it having been stored mostly with the windows up. Detailing will certainly be needed at some point.
Car is currently stored outside to make it more accessible for towing and photographing. It is covered with tarp plus car cover. The two functioning windows (driver's side) are slightly open to allow interior breathing when weather permits. Sadly, just a couple days after the car returned from the assessment, a large tree branch fell on the hood of the car, causing a dent and chipping paint (see picture).
Please note that the restoration shop's assessment that follows should be taken as an overview that mainly addresses mechanical systems. It is in no way a complete accounting. There may be further issues with the car that could come up once repair/restoration work begins, even within the systems outlined in the assessment.
Additional cosmetic repair, replacement or restoration work is certainly needed. Please see pictures for a general idea of condition. Pictures are not meant to be a complete representation of the car's condition but to give a general sense. Pictures have not been altered or manipulated, except for background blurring.Any system or aspect of the car not explicitly mentioned in this description has not been inspected or tested and may have issues or not function at all. Please assume the worst and be pleasantly surprised if things turn out otherwise.
PROFESSIONAL RESTORATION SHOP'S ASSESSMENT:
Vehicle runs on carb cleaner.
Battery: [NEW for assessment purposes. Battery NOT INCLUDED with sale.]
Charging system: ? Needs to run
Coolant: Low / None in reservoir, very rusty, signs of leakage around lower hose and bypass hose.

Oil: Full, needs changing
Transmission Fluid: Full, clean
Ignition System: Wires OK. Plugs newer, Electronic Ign.
Fuel System: Fuel pump inop[erable]. Pump bad. Carbs need overhaul. Filter needs replacement + clean tank and flush lines. Choke inop[erable].
Tires / Air Pressure: Inflate to 35psi. Tires 19 years old. No cracks. Tread OK.
Front axle: N/A
Front Suspension: Upper ball joint boots torn. Rack and pinion worn out. No play in ball joints or tie-rod ends. P.S. Press Hose bad.Rear axle: Diff. fluid very dirty
Rear suspension: [not assessed]
Brakes: Needs calipers (4), pads, rotors. Brake equalizer leaking both sides. Master cylinder leaking.
Engine: Cranks good. Sounds even.
Transmission: Shift linkage disconnected [to facilitate tow to shop for assessment]. Shift motor works.
Driveline Components: U-Joints and CV boots good.
Electrical and Gauges: Underhood wiring cracked and broken. Mostly around Choke System. Gauges appear to be working. T/S don't flash. L.F. bulb inop[erable] w/ T/S on. RT T/S indicator bulb out.
Paint: Average condition for age of car. Interior rough.

Restoration shop outlined a list of recommended repairs based on the above assessment w/ a total labor time estimate of around 68 hours plus the required parts and fluids and excluding any interior or exterior cosmetic work that might be required.
Other issues of note, based on my own observation, not necessarily a complete list:Windows: Only driver's side front and back windows move up and down in response to electric switches.Seats: Front seats do not move properly in response to electric switch. Driver seat moves slightly forward and back.
Fan: Fan seems to blow accordingly in response to interior controls. AC and heat systems unknown as car is not running.
As you can see, not a project for the faint-of-heart or toe-dipper. However, possibly one with a satisfying and unique reward if seen through by someone with patience. A head-turning ride possibly awaits or else part the car out for another restoration project or reselling.

Added Sept. 5, 2020:A note about the model year. Bentley Motors website confirms model year of 1981 based on vehicle chassis number, even though supposedly vehicles produced after 1980 switched to the international standard VIN number. Model year on title is 1981. Chassis number on title matches number in engine compartment.
