1979 Ford Thunderbird - T-bird, have title, but in dead step mom's name

This car was my step mom's BABY. She passed in 2006, and it was driven very little since she passed. (It did get started on a semi regular basis, but not since dad passed in 2014) My Dad never had the title changed into his name when she passed, and now he has passed, too. I have the title in my hand, but I cannot change it. The address on the title is from over 20 years ago, so if you get a new title, the certified letter will be declined, as both my parents are gone. My dad had this car restored to beautiful condition not long before my step mom as diagnosed with cancer. It has unfortunately sat in a pasture since then. I have a bolt of original interior cloth that will go with it, but the interior is in surprising good shape. The headliner was totally replaced, but has a rip towards the rear window that can be seen in the pic, and the seats are still in very nice shape, albeit dirty. I believe there is a hole in the fabric on the back seat. The glass is all good. The worst of it is that the passenger side rear quarter panel got hit when my hubby's brakes went out and it was hit the dog or hit the car. :( Please feel free to ask any questions or for additional pics, I will do my best to answer them, and I am not trying to hide anything.
